Abstract
This Act provides for a decentralised national system of planning and development. The Act defines planning duties of various local authorities established under the Local Government Act, 1993 and specifies procedures for the preparation and adoption of local development plans. The system shall be coordinated by the National Development Planning Commission, established under the National Development Planning Commission Act, 1994. In addition to the Commission, the system shall also comprise district planning authorities, regional coordinating councils, sector agencies and ministries.
The Commission may recommend to the President the creation of a Special Development Area or a Joint Development Planning Area, for which a Joint Development Planning Board shall be established.
