Abstract
This Policy establishes an updated framework for the sustainable management of capture fisheries and the development of aquaculture. Building on its 2008 predecessor, the policy aligns with national development priorities and global commitments, integrating ecological sustainability, economic growth, and social inclusion. It spans marine, lagoon, and inland fisheries, while embedding aquaculture as a pillar for future food security and livelihoods. Structured around eleven thematic areas, the policy emphasizes governance, science-based resource management, environmental protection, and institutional strengthening, while situating Ghana within relevant regional and international regulatory systems.
The Policy outlines actionable measures including strengthened monitoring, control, and surveillance systems; regulated fishing capacity; stock assessments; protected areas; and sustainable harvest strategies. In aquaculture, it promotes private sector participation, technical training, biosecurity systems, and diversification of species and inputs. Post-harvest and market systems are targeted through infrastructure upgrades and quality assurance, while aquatic animal health is addressed via surveillance and emergency response frameworks. Implementation is anchored in national institutions with multi-stakeholder collaboration, supported by monitoring and evaluation systems, legislative reforms, and budget integration. Cross-cutting priorities such as gender equity, youth engagement, climate resilience, and regional cooperation reinforce the policy’s broader vision of a sustainable and inclusive blue economy.
