National Medium-Term Development Plan (NMTDP) of Ministry of Food and Agriculture (MOFA), 2014-2017.

The National Medium-Term Development Plan of Ministry of Food and Agriculture is a national policy with a sectoral approach. The timeframe of the policy is 3 years between 2014 and 2017. The objective of the Development Plan is to ensure food security and emergency preparedness, improved growth in incomes, increased competitiveness and enhanced integration into domestic and international markets, sustainable management of land and environment, science and technology applied in food and agriculture development, and enhanced institutional coordination.
Food and nutrition security will be ensured through increased production of crops, fish products, poultry products, and animal products and therefore food self-sufficiency level will be increased. Food security interventions address malnutrition of children, women in reproductive age and poor people. The Plan aims at reducing the number of food insecure households. Storage facilities will be improved to ensure food security in emergency situations. Furthermore, early warning systems will be established for emergency preparedness.
Agricultural development will be ensured with emphasis on crops, livestock, fisheries, irrigation and mechanization of agricultural industry and other services. In order to make agriculture more productive and sustainable, (i) post-harvest losses will be reduced, (ii) irrigation systems will be developed, (iii) financial agricultural measures will be taken, (iv) urban and peri-urban agriculture will be promoted, and (v) sustainable management of land and environment will be ensured.
With regard to agricultural development, the level of income and employment opportunities of both men and women will increase and poverty level will decrease. Smallholder farmers will be promoted to increase their production capacity. To this end, rural infrastructure will be developed. Fish farmers Associations will be developed and Community based fisheries management committees will be established.
Agribusinesses will be supported regarding research and technology development, effective extension and other support services to producers, processors and distributors and consumer protection. Competitiveness will be increased and integration into domestic and international markets will be enhanced by increased export of non-traditional crops, standardization, and marketing. Biotechnology will be applied along the value chain in food and agriculture sectors. Mechanization service centers for production and processing will be established in each district by 2015 to provide diversified services to all types of farmers and agro-processors.
The Policy Planning Monitoring and Evaluation Directorate and Statistics Research and Information Directorate will collaborate and coordinate data collection and analysis aimed at policy review in a decentralized environment. Institutional capacity building and intra-ministerial coordination will be strengthened for planning, policy analysis and M&E at national, regional and district level.
