National Medium-Term Development Policy Framework 2022-2025.

This Medium-Term National Development Policy Framework seeks to implement provision of the Ghana Constitution to ensuring that the national economy is managed efficiently to maximize the welfare of the citizenry. The vision of this Policy is to create an optimistic, self-confident and prosperous nation, through the creative exploitation of human and natural resources, and operating within a democratic, open and fair society in which mutual trust and economic opportunities exist for all. The medium-term goals are to build a prosperous country; create opportunities for all Ghanaians; safeguard the natural environment and built environment; maintain a stable, united, and safe country; build resilience to withstand threats of different dimensions, including COVID-19 and improve delivery of development outcomes at all levels. For implementation of the economic development the policy requires for debt management, international trade and investment, energy supply and production of quality raw materials and agricultural productivity. The text further refers to confidence in the business climate and development of operation of private sector, domestic trade, agriculture and rural development.
The Policy contains plans for livestock and poultry development for food security and income generation, modernising agriculture to make it attractive to the youth, implementing the Aquaculture for Food and Jobs (AFJ) programme, Tourism Product Development Programme; and Culture, Creative Arts and Heritage Management Programme; improve research and development (R&D), innovation, and sustainable financing for industrial development. The flagships initiatives for economic development contain strong and resilient macro economy; industrial transformation; private sector development; agricultural development and rural transformation; fisheries and aquaculture development; tourism and creative arts development. The medium objectives and strategies referred in the text include participation in quality education and training, ensuring accessible and quality universal health coverage for all; strengthening the food production sub-system including the agroecological and industrial food production systems; population management and migration for development; reducing poverty and inequality; improve access to safe, reliable and sustainable water supply services for all; prevent and protect children from all forms of violence, abuse, neglect, exploitation and gender equality.
The strategies of the policy for environment, infrastructure and human settlements are to improving the quality of major water bodies in the country, developing budgetary housing and establishing a new rental assistance system, extending electricity and enforce competitive procurement of power, developing transportation including railway, aviation, public transport and port infrastructure, using science, technology and innovation for implementation of plans, promoting human settlements and land administration. In Chapter 6 the text outlines the state of emergency planning and response and provides the medium term policy objectives, strategies and targets for building resilience against hydrometeorological, geological, technological, anthropogenic and security threats. Chapter 7 presents the national decentralised planning within which the medium term national development policy framework was developed and implemented.
