Abstract
Subsection (3) of section 3 regulates the composition of the Authority and the procedures of appointment. Section 5 concerns the appointment of a Chief Executive of the Authority appointed by the National Liberation Council and describes the functions of this officer. The Chief executive shall form part of the Board of the Council.
