Water Resources Commission Strategic Plan (2024–2028).

Ghana’s Water Resources Commission (WRC) Strategic Plan 2024–2028 sets out a roadmap to strengthen regulation and integrated management of surface and groundwater resources in line with national frameworks and SDG target 6.5 on Integrated Water Resources Management (IWRM), including transboundary cooperation. Building on previous plans, it assesses legal, institutional and financing conditions and identifies key gaps such as weak enforcement, limited funding, low visibility, inadequate data systems, and constrained human capacity and the absence of a comprehensive Monitoring and Evaluation (M&E) framework. The Plan’s overarching goal is to make the WRC a visible, well-resourced, trusted and efficient institution, structured around three pillars—effectiveness, efficiency, and trust and inclusiveness—and six strategic objectives focused on institutional capacity, regulatory enforcement, diversified financing, improved data and infrastructure, enhanced communication, and a robust M&E system. It details specific actions, assigns responsibilities and performance indicators, establishes a monitoring committee and reporting framework (including independent evaluations), and outlines financing from government, internally generated funds and development partners to support results-based implementation and continuous learning through 2028.
