Abstract
This Capacity Building Strategy and Action Plan focuses on building the capabilities needed to implement the Kunming-Montreal Global Biodiversity Framework (GBF), the national biodiversity strategy and the CBD Programme of Work on Protected Areas (PoWPA). Its goal is to strengthen technical, financial, institutional and social capacity using a participatory approach involving communities, women and youth. The Strategy identifies eight strategic objectives: 1) strengthening policy, legislation, institutions and financing for protected areas; 2) building technical capacity and improving the planning, establishment, restoration and management of protected areas; 3) establishing a national biodiversity monitoring and information system; 4) strengthening governance, rights and equity, with greater participation by communities, women and youth and more equitable benefit sharing; 5) enhancing climate resilience and ecosystem restoration; 6) mainstreaming biodiversity across agriculture and natural resources and wider development planning; 7) strengthening local community capacity for sustainable natural-resource management, climate adaptation and conservation-compatible livelihoods; 8) strengthening women's meaningful participation in GBF and PoWPA implementation and access to conservation benefits. What is more, the Strategy specifically calls for biodiversity considerations to be integrated into land-use planning, agriculture, fisheries, tourism, infrastructure and climate policy.
