Abstract
This Strategy, covering the period 2021-2024, focuses on the development, transformation and modernisation of the agricultural sector, through leveraging information and communication technologies. The Strategy emphasises innovation, sustainability, and resilience in agriculture and thus aims at modernising agriculture through the use of Information and Communication Technologies (ICTs), enhancing productivity, and ensuring food security, while promoting sustainable practices. The Strategy identifies the following four goals: 1) promoting climate-smart agriculture to increase productivity and resilience; 2) developing key agri-food value chains and public-private partnerships for more investment in agribusiness, with increased access to markets and competitiveness; 3) supporting key structural policy reforms, and enhancing innovation in e-agriculture services through incentives; 4) strengthening the capacity of institutions responsible for the agri-food sector.
Targeted measures for implementing these goals include: adoption of solutions for improving water management and increasing irrigated area; enhancing production, processing, marketing and distribution of agriculture products and services; creating, updating, analysing and linking databases on agricultural information; improving water management systems, with well-organised water user associations, to efficiently operate and maintain irrigation infrastructure through ICTs; ensuring risk management of all projects; implementing pest-management practices with improved technologies; improving seed certification and mineral and organic fertilisers for integrated soil fertility management; improving the education and skills levels of farmers, extension workers, livestock herders and other sector end-users; monitoring food safety and quality, storage and preservation, and eliminating agricultural food waste; promoting greenhouse technologies especially for the horticulture; facilitating training of small and marginal farmers on important aspects of the different farming methods and types; promoting awareness among farmers and communities; increasing capacity building.
