Abstract
These Regulations, made under sections 38 (1) and 63 (1) of the National Environment Management Act, 1994, concern discharge permit for dangerous materials. According to the definitions, dangerous materials include materials, elements and radioactive materials whose discharging into water, the air and land cause environmental pollution. The Regulations specify: application for a discharge permit; maximum allowable quantity or concentration of discharge of dangerous material in gaseous, liquid or solid waste form; monitoring of gaseous, liquid or solid waste discharge; environmental quality standards; available options for reducing environmental damage, taking into considerations: the risk to the environment and the human health, financial costs, best practice in comparable situations in other countries; results of the environmental impact assessment; cost of compliance; maintenance of registers including monitoring registered processes.
