Abstract
This National Cooperative Policy, covering the period from 2021 to 2030, aims at improving the functioning of national cooperatives, in order to contribute to reverse people’s economic and social exclusion, address societal inequality, contribute to the agricultural development and to sustainable growth, reduce poverty and increase food security. The mission of this Policy concerns the creation of an enabling environment for effective all-inclusive participation of stakeholders, in order to improve and expand innovate and sustainable agricultural and financial cooperatives. The Policy defines three specific objectives: establishment and enforcement of the legal and regulatory environment, in order to enhance coordination among stakeholders; promotion of incentives and mechanisms for self-financing of the cooperatives and reducing their reliance on government financial support; development of cooperatives’ capacities by enhancing the ability and capacity of cooperative leaders and members. Moreover, the Policy develops eight implementation strategies, through a set of activities, including: establishing supportive bodies and mechanisms for active members’ ownership; promoting incentives and mechanisms for setting efficient rules; developing robust business strategies, including market, technological and institutional innovations; conducting a comprehensive cooperative training programme; promoting capacity development on participatory basis.
