Abstract
This National Development Plan defines the recovery of the Gambia from COVID-19, climate change and other shocks, and specifies actions and measures to enhance the country's competitiveness, boost growth and development, and reduce poverty. The Plan is founded over the following imperatives that drive the national development: addressing fragility, vulnerability and build resilience of households and communities to shocks and crises; consolidating gains made in democratic governance; pursuing macroeconomic reforms to ensure stability and inclusive growth; prioritising human capital development for economic and social transformation; strengthening integration and linkages within the agriculture and natural resources sector for enhanced economic growth and productivity; increasing the empowerment and social inclusion of women, girls, children, youth, persons with disabilities. The Plan's overall goal is to consolidate gains in democratic governance, accelerate green economic and social transformation and build resilience to shocks and crises. In order to achieve this goal, the Plan details measures and actions covering the following sectors and matters: 1) building community resilience to shocks and crises; 2) governance reforms; 3) macroeconomic stability and growth; 4) human capital development; 5) agricultural, environment, natural resources and climate change; 6) empowerment and social inclusion; 7) energy, infrastructure and information and communication technology (ICT).
Concerning targeted measures in the various sectors, the Plan focuses on: ensuring institutional reforms to implement respect for human rights and equitable access to justice; enhancing Policies and regulatory frameworks for decentralisation and local governance; achieving macroeconomic stability and sustainable development, through improved access to land, modern taxation regime, more financing opportunities; equitable access to quality and relevant education for all; providing accessible and affordable health care services; improving nutritional status of children; increasing access to safe drinking water, proper sanitation and hygiene; solving environmental problems, such as: land degradation, deforestation, salinity in the lowlands, coastal erosion; fostering productivity in agriculture, fisheries and forestry sectors; strengthening modern, productive and sustainable agriculture for food and nutrition security, economic growth and poverty reduction; strengthening natural resources management, enhanced climate action and disaster risk reduction; improving fisheries and aquaculture sector; ensuring sustainable development of petroleum and mining resources, and affordable energy for all the population.
