Action Plan to Combat Energy Poverty.

This Action Plan moves from the assumption that energy poverty is a particularly important phenomenon with various ramifications and consequences in the economy, politics, society, health and environment of the countries of the European Union and particularly in Greece, after the 2011 economic recession. Therefore, combating the phenomenon is a priority and an important challenge until in the year 2030 in order to achieve the reversal of the effects on Greek society. This Action Plan is the first decisive step for the adoption of a coherent strategy with the aim of comprehensively addressing the phenomenon of energy poverty in Greece in the period 2021-2030. In order to achieve this specific goal, this Action Plan aims at the permanent and long-term fight against the phenomenon of energy poverty, in accordance with European Legislation and with the objective of the initial mapping and analysis of the characteristics of the affected households for a better understanding of the phenomenon and the more effective planning and implementation of the necessary measures to achieve the quantitative goals, including: the avoidance of the resulting health problems, the environmental benefits for all citizens, consisting in the reduction of air pollution, especially in urban centres.
This Action Plan is structured as follows: 1) General framework and objectives, including: European Policy framework; National Policy framework; current state of energy poverty; challenges; priorities and objectives of the Action Plan. 2) methodological framework and indicators for measuring the effect of energy poverty. 3) Policy measures, including: general framework of policy measures; dimension I: information and training actions; dimension II: consumer protection; dimension III: development perspective and actions to improve energy efficiency and increase the use of renewable energy sources; challenges. 4) Action Plan monitoring and control mechanism.
