Cabinet Decree No. 2/1.2.2001 establishing fresh waters emission standards with regard to discharges of certain dangerous substances belonging to List II of Council Directive 76/464/EEC.

Abstract
With this Decree, the Cabinet of Ministers aims at the implementation of the provisions of article 9 of Law 1650/1986 and at the same time aims at complying with the provisions of article 7 of Council Directive 76/464/EEC, so as to protect the aquatic environment of the country from pollution which is particularly caused by discharges to waters containing certain persistent, toxic and bioaccumulable substances which are included into List II of the aforementioned Directive. This Decree shall apply to inland surface waters and internal coastal waters. With regard to the substances belonging to the families and groups of substances listed in article 6 (Annex I), this Decree aims at determining specifically the emission standards and limit values which the discharges must not exceed for certain volatile organic compounds, fertilizers, pesticides and metals (42 substances) which have been found into the aquatic environment of the country (Annex II establishes the quality standards). In order to reduce pollution of the waters by the substances within Annex I, the Ministers of Development, Environment and Agriculture shall issue joint decrees establishing the specific water bodies affected by pollution and shall implement programmes for the reduction of water pollution caused by such substances. For the detection and sampling of these substances shall apply in particular the methods referred to Annex III to this Decree.
