The public forests are public goods belonging to the public domain whether they are privately used, when they serve for forestry research and teaching, or when they are shared when they are free to use by the public.  It is at the discretion of the public legislator the way and the process of designating and organizing forest maps, provided that the process meets the prerequisites of proper and reliable capture of forests and woodlands, through institutions with the required scientific knowledge and appropriate technical standards, , in view of the overriding public interest and the effective protection of forests of the country.
