Joint Ministerial Decision 23726/2026. Replacement of the joint decision of the Ministers of Interior and State under item 1609 EX 2022/17.01.2022 "Determination of the operating conditions of the National Register of Companion Animals and its Sub-Registers" (B' 203).

This Ministerial Decision, implementing provisions of article 4 and paragraph 1 of article 45 of the Law no. 4830 of 2021 concerning new framework for the welfare of companion animals, provides for operating conditions of the National Register of Companion Animals. The Decision concerns: database of National Pet Registry; certification process for users of the Registry, including veterinarians, owner or guardian of a companion animal, animal welfare associations and organisations; collection and processing of personal data; procedure for registering a pet animal in the Pet Registry; monitoring sub-registry; data and information included in the registry: dates of vaccination, types of vaccines, date and result of any positive sample for leishmaniasis and other notable diseases, hereditary diseases that make reproduction dangerous for the animal itself or its offspring, the companion animal is an assistance dog, working dog or therapy animal, date and cause of the death; application for declaration of reproduction of a pet animal; declaration of loss, finding, separation or relocation of a companion animal; role of the associations and organisations whose purpose is the promotion of animal welfare and the care and collection of stray companion animals; pet shelter sub-registry; platform for the adoption of stray animals; registration of pet breeding, reproduction and trading businesses in the sub-register of professional and amateur breeders; voluntary animal blood donation sub-registry; digital services to prevent animal cruelty; digital animal abuse reporting application.
