Abstract
This Decision, in compliance with the provisions of EU Directive No. 2015/2193 of the European Parliament and of the Council of 25 November 2015 "on the limitation of emissions of certain pollutants into the atmosphere from medium-sized combustion plants", aims to rule, measure and give procedures for auditing the emission of sulfur dioxide (SO2), nitrogen oxides (NOx) and dust released into the atmosphere by medium-sized combustion plants and, consequently, to reduce atmospheric emissions and their potential risks to human health and the environment. Rules for monitoring carbon monoxide (CO) emissions are also laid down. This Ministerial Decision applies to combustion plants with a rated thermal output equal to or greater than 1 MW and less than 50 MW ('medium-sized combustion plants'. This Ministerial Decision shall also apply to a combination of new medium-sized combustion plants in accordance with Article 4, including a combination whose total rated thermal power is equal to or greater than 50 MW. No new medium-sized combustion plant can operate without a licence or without being registered.
