Abstract
This Ministerial Decision provides for approving the National Air Pollution Control Programme, in implementation of par. 3 of article 7 of the Joint Ministerial Decision no. YPEN/DNEP/67467/3577 of 2018 and by extension of article 6 of Directive (EU) 2016/2284 of the European Parliament and of the Council of 14 December 2016 "On the reduction of national emissions of certain atmospheric pollutants". The Decision also provides for the Directorate of Climate Change and Air Quality of the General Directorate of Environmental Policy of the Ministry of Environment and Energy to be designated as the competent authority for monitoring the implementation of the Programme. The attached National Air Pollution Control Programme covers the areas of ambient air quality and air pollution and contains targeted measures to comply with the national emission reduction commitments for the years 2020 to 2029 and from 2030 onwards for selected pollutant agents. Furthermore, the Programme includes measures and actions concerning the agricultural sector, the waste management sector and the transport sector to assess the impacts of the measures on air pollutant emissions.
Targeted goals of the Programme for the year 2030 include: reduction of greenhouse gas emissions, by at least 42% compared to 1990 emissions and over 55% compared to 2005 emissions, in line with European targets; improving energy efficiency, in order to reduce final energy consumption; definitive reduction of the share of lignite in electricity generation. Concerning agricultural sector, the Programme focuses on: implementation of agricultural practices beneficial for the environment and the climate; rural development support initiatives; obligations of producers in matters of fertiliser application and management of livestock waste; management; measures addressing climate change in agriculture. Concerning waste management sector, the Programme provides for the incorporation of the Directive 2019/904/EU into National Law and for the subsequent launch of actions to eliminate single-use plastics by 2021. Concerning the transport sector, the Programme focuses on environmental sustainability achieved by switching to more environmentally friendly means of transport; reduction of greenhouse gas emissions and air pollutant emissions; transition towards supply and use of cleaner electric vehicles. The Programme also includes measures for controlling and monitoring the implementation of environmental conditions imposed on projects and activities and of provisions related to environmental protection and the recommendation for the imposition of sanctions on case of contraventions.
