Abstract
This Law, consisting of 113 articles, strengthens the acceleration of the energy transition, by increasing the share of renewable energy sources in gross final energy consumption by 2030, and increases the gradual de-reliance on fossil fuels, in order to implement cooperation between Member States of the European Union in the field of renewable energy sources (RES), to simplify and accelerate administrative procedures for the licensing of RES projects, by establishing binding deadlines and defining acceleration areas, to promote innovative technologies and flexibility services and to expand the framework for the management of guarantees of origin, through the implementation of European Directives. The purpose of Part A is to establish a framework of rules to accelerate the licensing procedures for renewable energy units and electricity networks for the integration of green energy into the electricity system, as well as for the use, management, verification and evaluation of sustainability and greenhouse gas emission reduction criteria in the transport, industry, heating or cooling and buildings sectors. The Law specifies the following sources of renewable energy: biomass fuels, renewable fuels of non-biological origin, low carbon emission fuels, geothermal energy, hydropower energy. The Law also focuses on: development of new energy market structures; promotion of innovation and flexibility; emission control and sustainability to ensure environmental integrity; ensuring market transparency and traceability of energy sources; calculation of the share of energy from renewable sources, sustainability criteria and reduction of greenhouse gas emissions for biofuels, bioliquids, biomass fuels and non-biological renewable fuels; monitoring, verification and evaluation mechanism of sustainability criteria; extension of the operating period of existing quarrying enterprises with the accompanying electromechanical installations for processing produced materials.
Further Parts of the Law concern forest and environmental provisions, and particularly: extension of the deadline for obtaining approval for installations of local government organisations within parks; permitted uses in protected areas.
