Law No. 5203 of 2025. Sustainable development, productive transformation of the Greek economy - Amendment of provisions of the development Law 4887/2022 Development Law - Greece Strong Growth - and other provisions.

This Law, consisting of 108 articles, provides for: adapting the Greek Legislation to the new needs of the Greek economy through the provision of new aid regimes, as well as the simplification of the procedures provided for the granting of aid and incentives; promoting sustainable development at the national level, including the reduction of social and regional inequalities, and the strengthening of interventions to address the country's acute demographic problem, in combination with the productive transformation of the Greek economy, the formation and implementation of a new production model for Greece, with a strengthened role for industry and processing, and the attraction of larger investments, as well as the exploitation of new technologies that will contribute to the extroversion and competitiveness of Greek businesses and the domestic economy; amending the Development Law no. 4887 of 2022 on the matters concerning incentives, tax exemptions and other types of aid, submission of investment plans in the aquaculture and agricultural sectors, remediation of environmental damage, restoration of natural habitats and ecosystems, protection of biodiversity, measures for ensuring recycling and reuse of waste and for supporting the transition to a circular economy.
The Law concerns the following objects: establishment of new aid schemes and the modification of existing schemes; establishment of new incentives for rapid licensing in specific sectors; improving the evaluation and control process of investment plans; improving functions and competencies of the collective bodies involved in the development processes. The Law covers the following sectors: green transition and circular economy; investments in environmental upgrading of business; social entrepreneurship; agri-food, primary production and processing of agricultural products and aquaculture products; manufacturing and supply chain; strengthening tourism investments and improving alternative form of tourism. Targeted measures covered by this Law concern: specification of beneficiaries and exempted beneficiaries of incentives, including public and municipal enterprises; conditions for obtaining regional aid; evaluation of investment projects for financing; obligations of supported entities and enterprises, compliance monitoring and long-term liabilities; implementation of nature-based solutions for climate change adaptation and mitigation; expenses for environmental protection; expenses for research and innovation in the environmental sector; increasing in aid amounts for small and medium enterprises operating in the agri-food sector, processing of agricultural products and fishery and aquaculture.
Further provisions covered by this Law include: extension of the deadline for the issuance of permits for technical professional activities; amendment of various Laws concerning: licensing of tourist ports; utilisation of tax exemption incentive in investment projects.
