Ministerial Decision no. 1313/178948 of 2023. Application of the Severability regime in execution of Regulation (EU) 2021/2115 of the European Parliament and of the Council and other Regulations.

This Ministerial Decision, in execution of articles 12 and 13 of Regulation (EU) 2021/2115 and Regulation (EU) 2021/2116 of the European Parliament and of the Council, establishes the necessary additional measures for the implementation of the severability regime, including regulatory management requirements and good agricultural and environmental status standard, and applies to any beneficiary receiving direct aids in the following sectors: climate and environment, public health, plant health and animal welfare. The Decision concerns: farmers rights and obligations in climate and environmental sector, including: limitation of greenhouse gas emissions; prohibition of clearing of natural vegetation; restriction and prohibition of cultivation on the banks of the wetlands water bodies; measures for preventing and reducing water pollution caused by phosphates, other organic or inorganic fertilisers and plant protection products; measures for storage and disposal of livestock organic waste; implementation of agricultural practices to reduce the risk of soil degradation, deal with erosion and improve the quality of the soil; preservation of biodiversity and protection of landscape.
Further measures provide for: safeguarding public health, through the production, storage and distribution of safe food, and the adoption of good hygienic practices at any stage of food production; production of animal feed raw materials; specific requirements for milk production; compliance with European provisions on animal welfare; imposition of administrative sanctions and penalties.
