Ministerial Decision No. YP 1157 of 2026. Determination of preventive fire protection measures and the obligations to clean plots and uncovered areas, the procedure for submitting declarations, as well as more specific issues regarding the conduct of inspections by the competent authorities, the procedure for imposing, certifying and collecting the prescribed administrative fines, the procedure for submitting an objection and any other necessary detail for the correct and effective implementation of the provisions on the National Register of Compliance with Preventive Fire Protection Measures for Properties of the Ministry of Climate Crisis and Civil Protection of articles 53A and 53N of Law 4662/2020 (A’ 27).

This Ministerial Decision, implementing provisions of the Law no. 4662 of 2020, provides for determining the preventive fire protection measures for properties and the obligations to clean plots and uncovered areas, and the procedure for submitting declarations, the conduct of inspections by the competent authorities, the procedure for imposing, certifying and collecting the prescribed administrative fines, and any other necessary details for the correct and effective implementation of the provisions on the National Register of Compliance with Preventive Fire Protection Measures established by articles 53A and 53N of the Law no. 4662 of 2020. The Decision applies to owners, occupiers, usufructuary owners, tenants and sub-tenants, in order to prevent the risk of fire or its rapid spread, in plots and other uncovered areas located within approved street plans, within the boundaries of settlements without an approved street plan, in areas not subject to forest legislation. The Decision concerns: cleaning works, in order to remove and reduce combustible material from the areas; removal of plant residues, pruning products and dry plant matter from the ground; submission of cleaning declaration; municipal responsibilities; responsibilities of fire department services; sanctions and fine imposition procedures; collection, transportation and disposal of cleaning products.
