Abstract
The purpose of this National Action Plan is to reduce the antimicrobial resistance to antibiotics by 50% by 2012, as well as the systematic and timely effort to reach a level comparable to the rest of Europe. The specific objectives for achieving this goal are: Completion of the antimicrobial resistance surveillance system and in particular the establishment of a standardization and monitoring network for the spread of microorganisms; Development of a surveillance system for hospital infections; Implementation of rational use of antibiotics in both medical and non-medical contexts; Implementation of policies for the prevention of infections and the spreading of micro-organisms, in particular aiming at interrupting the transmission in livestock and agriculture; Development of necessary research to investigate issues related to molecular epidemiology, clinical management, economic and social implications of antibiotic resistance; Full information to health professionals and general population.
The Vision of this Policy aims at resolving related problems in addressing the antimicrobial resistance to antibiotics, coordinating all stakeholders and properly prioritizing and implementing actions to reduce the consequences of unintended use of antibiotics in individual and public life. Its Mission aims at building a multifaceted and integrated policy to prevent and address the effects of antimicrobial resistance, as well as implement necessary actions, policies and legislation, on the basis of targeted programmes, through a horizontal, specialized and effective health and social system and communication. The necessary requirements for achieving the Policy are: Active cooperation of all bodies, both the Ministry of Health and Social Solidarity and other ministries (Rural Development and Food, etc.). Resolving operating problems of hospitals, including: strengthening microbiological laboratories in infrastructure and staff; development of infectious disease sites in all hospitals. Urgent measures to be taken at the beginning of the project implementation are: Introduction of a control mechanism prohibiting antibiotics from pharmacies without a prescription. Put in place a system of sanctions in hospitals for non-compliance with ministerial decisions on rational use of antibiotics and reduction of infections. Control of antibiotic abuse in livestock and agriculture.
