Abstract
This Presidential Decree, consisting of 57 articles, codifies in a single text numerous provisions of the regulatory Presidential Decrees and the Regulatory Ministerial Decisions of the national drug legislation, concerning veterinary preparations, pharmaceutical preparations, destruction of narcotic substance, in order to create a Code of Regulations of the National Drug Legislation. Chapter 1 of the Decree concerns terms and conditions of supply of drug substances, pharmaceutical preparations and other preparations and provides for: special drug prescription; list of substances; import and export of medicinal substances and medicinal preparations or preparations subject to the provisions on drugs; State monopoly drug sale prices. Chapter 2 concerns roles and tasks of the Commission on drugs and provides for: rules of operation of Narcotics Commission; special drug management. Chapter 3 concerns diagnosis of addiction and provides for: control of drug use with toxicological analysis of body fluids of the examinee; criteria for diagnosis; physical deprivation syndrome; conditions of medicinal sedation of physical deprivation syndrome; method of suppressing physical deprivation syndrome; drug sedation procedure of physical deprivation syndrome.
Chapter 4 concerns coordinating authority for drug enforcement. Chapter 5 concerns destruction of drug substances, including: authorities responsible for custody; expertise; destruction process, manner and means. Chapter 6 concerns possession of drugs for educational purposes, including: disposition in police schools; storage conditions; terms of use; terms of replacement; control. Chapter 7 concerns Agency against drugs, including: staff recruitment and evaluation. Chapter 8 concerns National Centre for documentation and information on drugs addiction and provides for: purposes of exchange of data; preparation of reports; funding; advisory committee; collaborating agencies. Chapter 9 concerns centre for treatment of dependent persons. Chapter 10 concerns drug addiction programmes, including: counselling support and therapeutic programmes, purpose of therapeutic process, including minimisation of risk for both the user and the society. The last provision concerns: Greece’s voluntary contribution to the United Nations Drug Abuse Control Fund.
