National Implementation Plan of the Stockholm Convention on Persistent Organic Pollutants (NIP) 2010-2025.

The present document contains the National Implementation Plan of the Stockholm Convention on Persistent Organic Pollutants for the years 2010-2025, which is expected to educate and raise awareness among the most vulnerable on POP, implement a regulatory framework for the management and reduction of all POP that are being produced (dioxins and furans) or used now; as well as, foster the proper handle and disposal of stockpiles still found in warehouses. The Plan identifies the following strategic objectives: 1. Strengthening of the technical infrastructure and analytical capacity available for the groups (PCB/BPC and POP pesticides) and build it for the dioxins and furans group; 2. Appropriate management of the activities for POP pesticides and obsolete pesticides life cycle; as well as, polychlorinated biphenyl and equipment that contains it; and minimize the generation and releases of dioxins and furans by anthropogenic sources; 3. Adequate management of the identification, verification and rehabilitation of contaminated sites; 4. Implement a mechanism of dissemination, information and foster training spaces regarding POP; 5. Strengthening of inter and intra-institutional relations; and 6. Count with a proper legislation for the whole POP life cycle.
The actions (Activities, Actions Plans and Strategies) intended to eliminate or reduce POP in the country are the following: (1) Institutional and regulatory strengthening measures; (2) Measures to reduce or eliminate releases from intentional production and use; (3) Production, import and export, use, stockpiles and wastes of annex A, Part I POP Pesticides; (4) Production, import and export, use, identification, labelling, removal, storage and disposal of PCBs and equipment containing PCBs (annex A, part II, chemicals); (5) Production, import and export, use, stockpiles and wastes of DDT (annex B, chemicals) if used in the country; (6) Register of specific exemptions and the continuing need for exemptions (article 4); (7) Measures to reduce releases from unintentional production (article 5); (8) Measures to reduce releases from stockpiles and wastes (article 6); (9) Identification of stockpiles, articles in use and wastes; (10) Manage stockpiles and appropriate measures for handling and disposal of the articles in use; (11) Identification of contaminated sites (annexes A, B and C, chemicals) and remediation in an environmentally sound manner; (12) Facilitating or undertaking information exchange and stakeholder involvement; (13) Public awareness, information and education (article 10); (14) Effectiveness evaluation (article 10); (15) Research, development and monitoring (article 11); (15) Technical and financial assistance (articles 12 and 13); and (16) Reporting. Each of these actions identify general objectives, specific and strategic objectives, specific activities, monitoring channels and responsibilities.
