Abstract
This Decree approves the National Strategy for Digital Transformation for Guinea-Bissau 2025-2030 (ENTD.GW). The Strategy was conducted by the United Nations University's e-Governance Operational Unit (UNU-EGOV), under contract from the United Nations Development Programme (UNDP). The aim was to come up with a programme in an inclusive and shared manner. The methodology followed in its development sought precisely to listen to the diversity of dynamics that make up the country and to involve everyone in an assumed and realistic path. As a result, ENTD.GW proposes a mobilising vision for digital transformation, it means, transforming Guinea-Bissau into a more digital country, with a capable and reliable state to energise the economy and promote an inclusive society. This vision is broken down into six Strategic Objectives and 55 Interventions indexed to these objectives and supported by a set of operating principles. There was a concern to articulate the proposals made with some digital transformation dynamics already underway, with the country's development plans. As well as the guiding documents produced in recent years by the African Union and the Economic Community of West African States.
