Abstract
This Decree, consisting of 146 articles divided into eight Titles, approves the conditions for carrying out activities in the sector of fuels derived from oil and natural gas, which are applicable to the activities of import/export, transit/storage transport/distribution and commercialization of fuels derived from oil and natural gas. In addition, it regulates conditions and bodies for the Management of Activities in the Oil and Natural Gas Derived Fuel Sector, the measures relating to the formation and modification of prices, the granting of Licences for the exercise of activities in this sector, the constitution of stocks of security, establishing the rules to be observed in the transport of dangerous materials, the rules for the Safety of Refueling Stations and in the Storage Facilities of Fuels Derived from Petroleum.

This Decree repeals the following: Decree No. 54/93 of 18 October, liberalizing the import, distribution and commercialization of products and by-products derived from petroleum; Decree No. 14/95 of 11 December aimed to discipline the market for petroleum products; Regulatory Statute for Import and Wholesale Activities of Petroleum Products and the Regulation on the Supply and Sale to the Public of Gasoline and Diesel for Vehicles and Motorized Equipment and Illuminating Oil, approved respectively by Decrees No. 18/95 and No. 19/95, both of 29 December.
