Abstract
This Decree approves the National Health Development Plan (PNDS) and Human Resources (PNDRHS). With the adoption of the National Health Development Plan III (PNDS III) for the period 2023-2028, the Government of Guinea-Bissau reaffirms its commitment to transforming and modernizing the health sector, with a view to achieving universal health coverage and improving the health indicators of the population. This five-year plan establishes strategic and programmatic guidelines aligned with the Sustainable Development Goals (SDGs) of the United Nations (UN) 2030 Agenda and the West African Health Organization (WAHO) Agenda, focusing on governance and resource mobilization, priority health programs, and the provision of essential services. In light of global socioeconomic transformations, the challenges posed by the Sustainable Development Goals, and the need to respond to global health crises, it is imperative to adopt an innovative approach, incorporating the concept of “One Health” into the national health strategy.
