Abstract
PEDPA 2023-2027 is part of an international and national context that imprints its determination on sectoral objectives and guidelines. The concept of the blue economy emerged at the Rio+20 Conference in 2012. The Blue Economy focuses on conservation and sustainable management, based on the premise that healthy marine ecosystems are more productive and are the only way to ensure the sustainability of sea-based economies. The mission assigned to the Guinea-Bissau fishing sector strategy, as defined in the “Terra Ranka” Strategic and Operational Plan (2015-2020), remains valid. The sectoral development objective is formulated as follows: “To increase the contribution of the fisheries and aquaculture sector to the development of the national economy and the well-being of the population based on an economically and environmentally sustainable exploitation of marine resources”. The intervention priorities of PEDPA 2023-2027 are based on the diagnosis and results of the evaluation of the implementation of PEDP 2015-2020. They also take into account emerging issues such as aquaculture, the blue economy and climate change.
On this basis, five (5) strategic axes were retained for PEDPA 2023-2027, which will focus its activities on the three central axes of PEDP 2015-2020, as these axes continue to be priorities and many planned activities could not be carried out due to lack of funding. A fifth strategic axis will be dedicated to the management, monitoring and evaluation of the implementation of PEDPA 2023-2027. Therefore, the five Strategic Axes (EE) for PEDPA 2023-2027 are as follows: EE1- Good governance and sustainable management of fisheries resources; EE2 – Sustainable development of industrial fishing; EE3 – Development of artisanal fishing; EE4 – Promotion and sustainable development of aquaculture; EE5 - Piloting, monitoring and evaluating the implementation of PEDPA.
