Abstract
The Strategic and Operational Plan 2015-2020 “Terra Ranka” Guinea-Bissau's Vision 2025 indicates the future destination and the 2015-2020 operational plan of its major axes (the strategic orientations). To fully develop the drivers of growth, the fundamentals of competitiveness must be in place. For example, fishing cannot develop without the sustainable management of fishery resources to ensure species renewal. Guinea Bissau has five foundations that will be needed to build the Guinea Bissau 2025 and that converge towards a sustainable and supportive development. The five other strategic axes are: peace and governance; biodiversity and natural capital (aiming to sustainably preserve and enhance the country's natural resources); infrastructure and urban development (aimed at providing the country with the logistical, energy, digital and urban infrastructures necessary for its development); human development (aiming to enhance the potentiality of the Guinean population); and simplification of the Business Sector and Development of the Private Sector (aiming to implement an enabling the private sector).
The Guinea- Bissau Plan 2025 "Terra Ranka" represents an ambitious plan to transform Guinea-Bissau into a decade. To ensure food security in Guinea Bissau, the coordination of food and nutrition security will be strengthened at the institutional level. A laboratory will be created to analyse the quality of products, soils and seeds to help producers and agro-industrial stakeholders in quality certification. Diversifying agriculture beyond the basic sectors (cashew nuts and rice) is also an important goal of the Guinea Bissau 2025 strategy, both for sustainable land management (use diversification), strengthening food security and empowerment of the most deprived populations, especially women by implementing regional and international regulations on animal husbandry and food security. The development of artisanal fisheries will be a priority for food security, employment and the creation of domestic value added.
In 2025, Guinea-Bissau will be a diversified economy based on the four growth drivers: agriculture and agro-industry, fishing, tourism and mining. Fisheries and aquaculture will be the second driving force of Guinea Bissau growth. In 2025 Guinea Bissau will be a country of solidarity, in which poverty will be strongly reduced and where social inequalities will be contained. The Guinea Bissau 2025 Strategic Plan will strengthen its focus on poverty reduction by implementing measures to empower the most deprived populations. Measures of this nature have already been taken in Guinea Bissau as part of Rural Community-Driven Development. One of the main objectives of the Guinea Bissau 2025 Strategic Plan is to achieve solid, sustainable and inclusive economic growth, to foster job creation and poverty reduction in a context of macroeconomic stability through strengthening social protection system.
In 2025 Guinea Bissau will be a sustainable development model whose biodiversity will be preserved and regenerated to sustainably maintain the potential of creating the value of its renewable resources and to set the country in this virtuous circle of prosperity. In 2025, Bissau will be a dynamic and diversified economic centre with a multisectoral Special Economic Zone (ZES).
Biodiversity conservation and sustainable development are divided into four main actions: establishing a normative and institutional environment for sustainable development and protection of biodiversity; know, ensure and organize ecosystems; regulate the extraction of renewable natural resources to ensure biological renewal; and implement a Climate Plan to increase the resilience of national territory or climate change. Actions to adapt to climate change will also be developed in the different sectors of activity, notably agriculture and fisheries. Soil desalination services and the continental hydrographic reserve will contribute, for example, to countering the more negative impacts of climate hazards on rural populations.
