Abstract
This National Action Plan for the Renewable Energy Sector (PANER) of Guinea-Bissau for the period 2015-2030 was developed within the framework of an ECOWAS regional process. The ECOWAS Renewable Energy Policy (EREP) and Energy Efficiency Policy (EEEP) were adopted by Member States in October 2012 and by Heads of State on 13 July 2013. The policies include targets and scenarios for renewable energy (RE) and energy efficiency (EE), as well as measures, standards and incentives to be implemented at national and regional level. The EREP and the EEEP provide for the elaboration of National Renewable Energy Action Plans (PANER) and National Action Plans for Energy Efficiency (PANEE) for all fifteen ECOWAS Member States. PANER for Guinea-Bissau was prepared jointly with PANEE and SE4ALL AA, with technical assistance from ECREEE and the GEF-UNIDO project "Promotion of investments in small and medium-scale renewable energies in the electricity sector of Guinea-Bissau". The ECOWAS Programme for Mainstreaming Gender in Energy Access (ECOW-GEN) was established against a background where the potential of women in the ECOWAS region as producers and providers of energy services is under-utilized and where the empowerment of women to increasingly contribute to the implementation of regional policies on renewable energy and energy efficiency that have already been adopted is an urgent need to meet the objectives of the Sustainable Energy for All (SE4ALL) programme in West Africa.
PANER includes baseline data on the current state of renewable energies, and proposes achievable targets based on the assessment of RE potential and socioeconomic conditions, including indicators disaggregated by sex. In addition, an overview of the laws, incentives and measures to be implemented in the country, with a view to achieving the established goals, was included. In this sense, and in the implementation of the Government Programme and the Major Options of the Plan for 2020-2030, «A Challenge for the Future - The elaboration of priority sectoral Measures and targets», in the part concerning the "National Action Plans for Energy and Energy Policy", the Government of Guinea-Bissau intends to pursue, among others, the following objectives: Ensure the continuity of measures to guarantee the development of an energy model with economic rationality, which ensures sustainable energy costs, and which does not compromise competitiveness of companies or the quality of life of citizens; Ensure a substantial improvement in the country's energy efficiency, through the implementation of the National Action Plan for Energy Efficiency (NEEAP) and the National Action Plan for Renewable Energies (PANER). With the conclusion of the elaboration of the mentioned Plans, the Government aims to reinforce the coordination of programs to support energy efficiency and renewable energies and also support innovation and technology transfer.
