National Development Plan (PND) 2020-2023.

The National Development Plan (PND) 2020-2023 constitutes the second medium-term planning exercise, following the Development Plan (PD) drawn up in the 1980s, carried out within the scope of compliance with the constitutional provision in force and aims to the promotion of socio-economic and regional development in the country. The present exercise, of a prospective and multiannual nature, covers the national, sectoral and regional levels of planning, focused in this first version, on an organic and institutional programming of projects, implements the strategic options for the country's development, resulting from the Second Government Programme of the 10th Legislature and the “Hora Tchiga” Economy Financing Programme, as well as the options already assumed by previous national strategic policies (DENARP I and II, Terra Ranka, etc.), contextualized by regional, continental and global commitments (SDGs).
The objectives of the National Development Plan (PND) and actions to be undertaken to achieve the expected results in 2020 and subsequent years are in line with the programme of the 2nd Government of the 10th Legislature. There are 429 projects and programmes registered in the PND, to be carried out under the coordination of the ministries in line with the matter, to achieve duly specified targets and products and based on budgets and appropriate non-budgetary actions.
For 2020, the financing of the Public Investment Programme requires the allocation of funds. It is anticipated that its funding will be supported by Technical and Financial Partners, including new investors at 90% and internal efforts will cover 10%. The Plan/2020-2023 is in line with the Government's programme and is structured around six strategic objectives and a central objective, as follows: Central Objective Combating COVID-19 as an opportunity for a new economic starting. Strategic Objective 1: Consolidate the democratic rule of law, reform and modernize public institutions; Strategic Objective 2: Reform the economy and promote growth and employment; Strategic Objective: 3 Develop the productive sector and provide the country with infrastructure; Strategic Objective 4: Valuing Human Capital and Improving the Living Conditions of Populations; Strategic Objective: 5 Reinvigorate Foreign Policy, Promote Regional Integration and Enhance the Guinean Diaspora; Strategic Objective 6: Preserve Biodiversity, Combat Climate Change and Enhance Natural Capital.
