Abstract
The National Programme of Action of Adaptation to Climate Changes (Programme) is a cross-sectoral programme with national coverage that aims at defining priority actions in regards to adaptation to climate changes to be implemented with assistance from multilateral and bilateral partners and or domestic partners. It entered into force in 2014 with a duration of three years. The Programme aims essentially at enhancing the level of rural populations’ food security so as to reinforce their adaptation capabilities, reduce pressure on forest and fishing resources and improve access to potable water for human consumption and livestock, because climate changes exert a negative influence on the quality and quality of water resources through a reduction in rainfall. The describes fourteen projects chosen in order to achieve the Programme’s objectives.
One of the chosen projects under the Program seeks to support the diversification of food production with the ultimate goal to increase food security. Activities under this project will seek a diversified consumption of local products; consumption of diversified mix of local products with higher nutritional values; production of vegetable in adequate and quantity and quality; and lower risk of food insecurity and malnutrition; and increase in households’ incomes through the commercialization of surplus production. Another chosen project will seek to improve access to quality water and reduce the risk of contraction of waterborne and infectious diseases in rural areas by increasing the rates of access to quality water and eliminating condition that contribute to the appearance of cholera outbreaks and other diseases.
Chosen projects under the Programme will seek to ensure the sustainable co-management and exploitation of fishing resources in coastal areas to the benefit of local populations; improve rice production in mangrove rice fields through to the implementation of preventive and protective measures against high-tide invasion; and increase production and consumption of animal food items (meat, milk, eggs, etc.).
All the projects under the Programme where chosen because of their contribution towards poverty relief. One project in particular will seek to foster the sector’s sustainable development through catch enhancement, mangrove and sea products, thus contributing to the fight against poverty affecting involved communities.
The Programme will seek to increase agricultural production through the employment of efficient techniques for water control and management though technical studies, hydro-agricultural execution, and beneficiaries’ training and fitting.
The Programme primarily focuses on the adaptation to climate change. Chosen projects under the Programme will seek to set up a tool for mangrove’s monitoring on ecologic and economic grounds; produce knowledge on coastal erosion and the working of the coastal environment with a view to finding tools to help in decision-making; ensure national capacity building in the field of environmental and social evaluation of negative effects of climate changes on development sectors and projects, programmes, plans and sector development policies; contribute towards an improvement in populations’ living conditions and the protection of the environment and production against effects of natural catastrophes, particularly those related to meteorological and hydrological phenomena through the setting up of an appropriate system of meteorological and hydrological prevention and the dissemination of warnings and advice to users in particular and the population in general; ensure the availability of credible data about the different vulnerability, production and food security parameters; contribute towards raising environmental awareness among Guinean populations, particularly as regards impacts of climate changes on main sectors for the development of economic activity; and recover soils and increase forest cover in degraded areas. Governance – A National Committee was established to lead the implementation and monitoring of the Programme. It is composed of institutes representing the public sector and civil society.
