Republic of Guinea-Bissau Updated Nationally Determined Contribution in the Framework of the Paris Climate Agreement.

Abstract
This Updated Nationally Determined Contribution is considered by the country an opportunity for its development on a sustainable basis, and an occasion to increase resilience to climate change impacts on the economy and the society. In comparison to the first Nationally Determined Contribution, this version offers a more proactive attitude towards greenhouse gas emissions reduction target, through conditional and unconditional objectives. The Contribution identifies mitigation and adaptation measures, integrated with aspects relating to gender equality and women’s empowerment, and in compliance with the Paris Agreement and with the United Nations Sustainable Development Goals. The Contribution focuses on the following key sectors: agriculture, livestock, coastal and low-elevation zone management, fisheries & ocean ecosystems, energy, water resources, forest conservation and management, human health, infrastructure and urban areas, risk management of disasters. The Contribution identifies the country’s main issues as: lack of electrification, high costs of energy production, high biomass consumption and consequent deforestation.
Concerning mitigation components of the Contribution, the country defines the overall mitigation objective as the reduction of its greenhouse gas emissions by 30% by 2030 and therefore provides for implementing the following measures: strong increase in the share of renewable energy sources; significant reduction in electricity grid losses; improvement of energy efficiency actions in public and commercial buildings and in industry; dissemination of improved stoves for cooking to reduce fuelwood consumption and optimise electricity consumption; reduction of waste production, by diverting part of the waste produced for recycling; installation of aerobic treatment plants for the treatment of wastewater in urban areas; effective management of protected areas; reduction of illegal and indiscriminate felling of trees; scheduling a new forest policy, aiming at a sustainable management of forest resources; development of reforestation programmes; improving the dairy productivity of cows; strengthening agricultural practices, irrigation methods, rice growing techniques. Adaptation measures mainly focus on: improvement of the qualitative and quantitative conditions of water resources; exploitation of agroforestry systems; strengthening of integrated coastal management; prioritising funding for adequate interventions in fisheries, ocean ecosystem, disaster risk management.
