Abstract
The Fisheries sector is considered strategic in the country's general development plan, reinforcing its contribution to tax revenues and obtaining foreign exchange for Guinea-Bissau. On the other hand, it is an important sector in the national strategy to fight poverty and in the country's food security. The sectoral objective that this strategy aims to achieve is based on the Government Program and the National Strategy Document for Poverty Reduction (DENARP II, 2011-2015), adopted as a national development plan. Taking into account these references, as well as the various contributions dedicated to the drafting of a strategy, this strategic objective can be formulated as follows: Achieved an economically and environmentally sustainable exploitation of marine resources that increasingly contributes to the development of the economy and the national well-being. In terms of beneficiaries, this objective covers the entire population of Guinea-Bissau, either directly, through new employment opportunities and increased fish supply, or indirectly, through a greater contribution from the sector – both for industrial and artisanal fishing – for the improvement of the country's economic and social conditions in general.
As a result of the implementation of a sectoral development plan, in the medium term, a turning point in the sector may begin, putting it on the path of development based on the increasing integration of the current offshore fishing fleet into the national economy. The plan deals with essential aspects of the Aquaculture Development Strategy and states that to achieve these objectives it will be necessary to implement the following actions: Promote sustainable and profitable small and medium-sized aquaculture farms in priority areas with strong aquaculture potential in Guinea-Bissau; Build and strengthen the capacities of technical support services for the sustainable and profitable development of aquaculture and; Establish governance in the aquaculture sub-sector, enshrining the professionalization of the sector and the principle of public and private partnership. The Artisanal Fisheries Development aims to provide a basis to support the sustainable development of the subsector through two priority aspects: (1) Support to the private sector; (2) Creation of structuring development centers and; (3) Sustainable Development of Aquaculture
