Abstract
This Act aims at creating a general right of access to information in the possession of public authorities limited only by exceptions and exemptions necessary for the protection of essential public and private interests, and making information about authorizations, policies, rules and practices available to persons affected by them, in order to extend the right of public to access information in the possession of public authorities. To this end, this Act lays down provisions on the appointment and powers of the Commissioner of Information; publication of certain documents and information in official sources; right of access to information; classification of official documents and accessibility to certain records; grounds for refusal to grant access to information; exempted documents relating to trade secrets and affecting personal privacy, the economy, commercial affairs and public interests; categories of documents to be available for inspection and purchase; and offences and penalties. An environmental impact statement prepared within the public authority may be exempted from disclosure taking into account competitive disadvantage to the undertaking.
