Abstract
The Act regulates the importation and exportation of animals, including fish and other aquatic organisms, and provides for other measures for purposes of preventing the spreading of diseases affecting animals and provides for the welfare of animals.
The Act consists of 28 sections divided into 7 Parts: Preliminary (I); Administration (II); Importation and exportation of animals, animal products and animal parts (III); Animal quarantine (IV); Disease prevention and control (V); Animal welfare (VI); Miscellaneous (VII).
The Veterinary Authority, i.e. the Chief Veterinarian as defined in section 2, shall be the authority for purposes of this Act. The functions of the Authority include but are not limited to: administration of the act; issuing export certificates; inspection of animals before and after slaughter; undertaking of risk assessment studies; inspecting and certifying the health of animals, genetic materials, livestock feeds, animal products and other items to be imported into Guyana; to establish and maintain laboratory testing facilities; to undertake emergency quarantine actions, etc. Animals or animal parts (defined in section 2) shall not be imported unless originating in prescribed countries and accompanied by a certificate to that effect and in imported in accordance with a permit issued by the Veterinary Authority (sect. 4). The Veterinary Authority may prohibit the landing of animals, parts or products in Guyana in order to prevent the introduction of any prescribed disease. Section 9 provides for the quarantine of animals.
