Abstract
These Regulations promote the use of sustainable forestry through participation with local communities.
The Regulations also provide forest conservation by formulating fire protection plans, the management of programs for protected species, and the management plans for specially protected areas with a particular focus on biodiversity.
Regarding forest management, the communities are permitted to use forest resources to meet local needs in terms of income generation and economic development on a sustainable basis and with due consideration to the enhancement of environmental stability. Upon application by a community group, the Commission may enter into a forest management agreement authorizing the group to undertake activities consistent with the agreement.
The Commission has to be satisfied that the persons involved have been given a free and fair opportunity to join or otherwise participate in the affairs of the group. They must also be living in close proximity to the specified forest area in addition to strong traditional ties with the area.
The last part of the Regulations regard the offences and penalties for whom contravenes or fails to comply with what is prescribed in the Act and has to be respected and accomplished.
