Abstract
The Climate Change Action Plan is a national policy with a cross-sectoral approach. The overall objective of this policy is to ensure climate change adaptation and mitigation in accordance with the UNFCCC. The goals of the policy are to: (I) control, reduce or prevent anthropogenic emissions of greenhouse gases in all relevant sectors, including energy, transport, industry, agriculture, forestry, waste management and health sectors; (II) conduct vulnerability assessment of sectors and communities and to identify adaptation measures required to address the impacts of climate change; (III) implement measures to facilitate climate change mitigation and adaptation; (IV) implement sustainable development measures in accordance with the UNFCCC; and (V) implement capacity building and other programmes for effective management.
This Policy lays down strategies and actions for addressing climate change adaptation and mitigation and disaster risk reduction and management. The policy, legal and administrative frameworks will be strengthened and institutional capacity building will be enhanced to respond to the impacts of climate change and to take mitigation actions. Public awareness will be raised through education and training programmes aiming at reaching out to local communities, the planners and the school systems. Adequate and reliable data will be provided for conducting necessary assessments and the monitoring systems will be developed for effective planning. In addition to that, the development and transfer of technologies will be ensured to address climate change adaptation and mitigation. The Clean Development Mechanism will be developed to provide opportunities through the participation in projects in the fields of energy efficiency, renewable energy resources, carbon sequestration and improved farm management. Climate mitigation measures will be taken for the reduction of emissions of greenhouse gases by energy efficiency, improved forestry and agricultural management, and the use of renewable energy resources. Climate-smart agriculture will be promoted and research will be conducted to identify suitable crops that will withstand the effects of climate change such as increased temperature, salinity, flood, especially on the coast. Furthermore, suitable inland and interior areas will be identified for agricultural activities due to the severe impacts of sea-level rise on the coast. To this end, coastal zone monitoring and management will be strengthened to cope with socio-economic consequences due to the sea level rise, flood, erosion, saline intrusion into surface and ground water sources, and global warming. Water conservation will be ensured through conservation measures, scientific monitoring and management of irrigation and drainage systems, efficiency control and management practice for water reservoirs network, and the development of new artesian wells. Forest conservation will be enhanced through forest fire protection plan and stricter control of logging practices. Waste management will be improved, including waste prevention actions especially in urban areas, and the implementation of waste reduction measures, namely recycling and reuse. The Climate Change Coordinating Mechanism shall be responsible for identifying and obtaining financial and technical support for all projects under the Plan. Moreover, a Climate Change Division and Climate Change Information Centre will be established to collect and disseminate data on inventories of greenhouse gases, droughts, floods, ozone-depleting substances, and make recommendations and give advice for climate change adaptation and mitigation.
