Abstract
This Act lays down provisions for the establishment of Natural Resources Fund, functions of Public Accountability and Oversight Committee, management of the Fund, functions of Investment Committee, economically and fiscally sustainable amount for withdrawals, eligible investments, and offences and penalties. The Natural Resources Fund ensures the effective and efficient management the natural resources of Guyana for the present and future generations by using natural resource wealth to finance national development priorities including any initiative aimed at realizing an inclusive green economy. Furthermore, the Minister may request a withdrawal from the Fund for emergency financing for ameliorating major natural disasters, including an earthquake, flood or hurricane or other disaster caused by the natural processes that has such a severe impact on the environment and Iiving conditions of the population or part of the population.
