Abstract
This Act provides a legislative framework for a single window system: (I) to facilitate a centralized single point for the planning and development applications; (II) to synchronize processing of data and information; (III) to set standards of documents and single decision-making for for the planning and development applications; (IV) to facilitate bureaucratic operations; (V) to strengthen the coordination and partnership between the Central Authority, the Minister and other line ministries, agencies and other entities relevant to planning and development; and (VI) to establish a mechanism for the appeal of decisions made in respect of planning and development applications.
This Act lays down provisions on the establishment of the Planning and Development Single Window System; functions of the Central Auhtority for the management and implementation of the Planning and Development Single Window System; the establishment and functions of the Planning and Development Single Window Unit; the coordination between relevant agencies; the establishment and functions of the Planning Oversight Committee; the establishment, constitution, procedure and jurisdiction of the Planning Appeals Tribunal. This Act makes amendments by repealing Section 4(1)(r) in the Guyana Lands and Survey Commission Act Cap. 59:05, and by repealing sections 16, 20 and 21 of the Town and Country Planning Act Cap. 20:01. First Schedule lists the fields subject to planning and development applications, such as land subdivision, agriculture, industry and trade.
