Abstract
This Act establishes the Public Utilities Commission as a body corporate, provides for its functions and powers and for the development of public utilities including the production and distribution of electricity and the supply of water.
The Commission shall perform the regulatory, investigatory, enforcement and other functions conferred upon it by this Act. It shall also function as an advisor to the Minister. A public utility shall submit any programme for the development of utilities to the Commission for approval. If a public utility does not carry out an approved programme, it shall pay a penalty. The Act also provides for procedures of complaint against a public utility.
