Abstract
The objectives of this Act are: (I) to provide for the beneficial and peaceful uses of ionizing radiation and its applications; (II) to ensure the protection of the public and the environment against the harmful effects of ionizing radiation and the safety and security of radiation sources; (III) to establish the Radiation Safety and Security Board for the purpose of exercising regulatory control over the peaceful uses of ionizing radiation; and (IV) to enable Guyana to meet its obligations under relevant international instruments. This Act applies to all activities and practices involving the peaceful uses of ionizing radiation conducted in Guyana.
This Act lays down provisions on the establishment and functions of the Radiation Safety and Security Board; the establishment of the Radiation Safety and Security Fund; limitation on activities and practices; the procedures and principles of licensing; the establishment of inspection programme to monitor compliance with the provisions of this Act, and the powers of the inspectors; fundamental principles of radiation protection; regulatory control of ionizing radiation and radioactive; radiation protection requirements for licenses and the responsibilities of the licensee; registration, import and export of radioactive sources; safety of nuclear facilities and decommissioning; requirements for emergency preparedness and response plans; the development of a national plan for radiological and nuclear emergencies; mining and processing of radioactive materials; transportation and storage of radioactive materials; management of radioactive waste; controls over the export and import of radioactive material or nuclear material; international cooperation; enforcement and penalties.
