Abstract
The Strategic Plan Capacity Building of the National Climate Change Committee is a national policy with a cross-sectoral approach. The purpose of this Strategic Plan is to enhance the capacity of the National Climate Change Committee for the effective and efficient management of Guyana’s climate change processes by providing scientific, technical and institutional guidance and support on international, regional, national and sub-national climate change processes to the Office of Climate Change.
The Food and Agriculture Organisation coordinates the development of a Capacity Building Plan for the National Climate Change Committee, including a 10-year Strategic Plan, a 12-month Capacity Building Plan for the agricultural sector and a 10-year Capacity Building Plan for the National Climate Change Committee. This policy lays down strategies for the institutionalisation of national climate change priorities to address data gaps for evidence-based decision making, stakeholder involvement to ensure continuity and advancement of national priorities, and climate governance. The scientific and technical advice will be provided by the National Climate Change Committee on the management and monitoring of climate change processes, including the development and implementation of sector strategies, action plans and information sharing initiatives. Climate change considerations will be mainstreamed into key policies, legislations, regulations, sector strategies and plans. To this end, adaptation and mitigation priorities will be addressed in the agriculture, energy, forestry, water and transportation sectors. A scientific and technical task force will be established for climate change adaptation in the agricultural sector to address degradation and biodiversity loss in agricultural systems and caused by agriculture, to limit emissions from crops and livestock farming, to conduct research and development for climate resilient agriculture through innovation and technology, to invest in low carbon agricultural sub-sectors, such as fruit, vegetables and aquaculture, to improve watershed management, to ensure sustainable water harvesting and use, and to develop land and soil management. In addition, healthy ecosystems will be maintained to ensure food and nutrition security. Furthermore, measures will be taken to reduce deforestation and forest degradation and to ensure increase in carbon sequestration and storage. The participation of government agencies, donors, multilateral organisations, research institutions, civil society, private sector, and indigenous people will be promoted in the climate change decision-making processes. The capacity of the National Climate Change Committee will be built by enhancing the integration of capacity-building needs relating to participation in the Kyoto Protocol into national development strategies and plans in accordance with UNFCCC. A mechanism will be developed for determining national funding priorities to inform climate finance governance bodies and other relevant stakeholders.
The Steering Sub-Committee shall be responsible for providing strategic guidance to the overall implementation of the National Climate Change Committee agenda for action. The Monitoring and Evaluation Sub-Committee shall advise the Steering Sub-Committee on progress to implement the National Climate Change Committee Strategic plan, to monitor the implementation of advice and decisions related to the standard operating procedures and any other strategic initiative undertaken by the National Climate Change Committee.
