Energy efficiency program for the decarbonization of the energy sector.

This Energy Efficiency Program for the decarbonization of the energy sector is adopted according to adopted international requirements and it is based on the goals and analyzes established in the Integrated National Energy and Climate Plan and the Comprehensive Assessment of the Potential for Efficient Heating and Cooling in Croatia. The program applies exclusively to central heating systems and industry - two sectors that are very important for achieving the goals of energy efficiency and the share of RES in heating and cooling. The program is just one of the measures that Croatia undertakes to use the available potential for improving energy efficiency and the use of RES with the goal of decarbonization.
This Program is divided into two parts. The first part (chapter 2.) refers to centralized heat systems and shows the current production of heat energy in these systems as well as the structure of the used energy sources. Potentials for improving energy efficiency and the use of RES are then identified, the results of the cost-benefit analysis conducted as part of the Comprehensive Assessment of the Potential for Efficient Heating and Cooling in Croatia are presented, and recommendations are given for the implementation of measures that will contribute to improving energy efficiency and decarbonizing centralized heating systems. . Estimates of the necessary investments are also given for the mentioned measures. The second part (Chapter 3) refers to industrial facilities and provides an overview of the current structure of consumption in industry and a proposal for measures to improve energy efficiency and the use of RES. In the conclusion (Chapter 4), a brief overview of priority activities and necessary investments is given. The program is adopted on the basis of the The National Recovery and Resilience Plan 2021-2026, and will be used as a basis for investment planning within the multi-year financial framework for the use of European structural and investment funds for the period 2021 to 2027.
