Abstract
This Regulation provides for the forest management provisions and necessary deriving documents, plans and progammes.
This text determines the necessary content, deadline and method of preparation of forest management plans and the conditions for the preparation of extraordinary audits for such forest management plans, for all Croatian based forests and forestland, both private and state owned.
Forest, forestland and forest facilities are classified and divided into different groups as follows: protected forests; urban forests; forest seed facilities; forests for scientific research purposes of activities; forests important for the defense of the Republic of Croatia (military exercises and other military facilities located on forestland); forests for the purposes specified by special or extraordinary regulations.
The forest management plans and programmes here regulated and listed are: main forest areas management policy; plan on management of the forestry economic unit; management programme of the economic unit with the plan for the management of an ecological network incorporated area; forest management programme for private forest owners; special forest management programme for the defense of the Republic of Croatia; forest seed management facility management programme; programme of protection, care and reconstruction of forests; and programme for special purpose forests managed by legal persons.
This text is divided into XV Chapters, with a total of 102 articles. The titles of Chapters are as follows: Titles (I); Common provisions (II); Basic areas (III); Fundamental conditions (IV); Programme of economic management for areas inside ecological networks (V); Private forest management programme (VI); Special forest management programme for the defense of the Republic of Croatia (VII); Forest seed management facility management programme (VIII); Programme for the protection, care and forest renewal (IX); Programme for special purpose forests managed by legal persons (X); Revision and renewal of forests (XI); Procedure for the approval of forest management plans (XII); Maintenance and keeping of forestry plans and public access to such information (XIII); Adopted rules (XIV); Transitional and final provisions (XV). Main topics covered in these Chapters are here listed: spatial division of forests and forestland, mapping and geodetic survey; classification of forests and forestland; list of standards and technical issues on wood, timber and types of trees and forest plants; several forest fire and fire prevention provisions and principles; biodiversity preservation issues and necessities; forest status determination and evaluation elements; determination of actual goals and ways of management; indications in terms of obligations of the Kyoto Protocol and the United Nations Framework Convention on Climate Change; indication in relation with the Croatian Agricultural and Forestry Advisory Service (in articles 95 and 96).
This Regulation contains the provisions and principles in accordance with the following documents: Council Directive 92/43/EEC on the conservation of natural habitats and of wild fauna and flora; Decision No 529/2013/EU of the European Parliament and of the Council on the rules for the calculation of emissions and depletion of greenhouse gases arising from activities related to land use, land reparcelling and forestry, and information on measures associated with these activities; Decision of the Council of EU 2016/374 amending Decision no. 529/2013 / EU of the European Parliament and of the Council on the inclusion of reference levels for forest management, minimum values for the definition of forests and base year emissions for the Republic of Croatia; The United Nations Framework Convention on Climate Change (UNFCCC), ratified by the Republic of Croatia (the United Nations Framework Convention on Narcotic Drugs), reference of the national publication is in the Official Gazette 2/96; and Kyoto protocol ratified by the Republic of Croatia (Croatian Law on the ratification of the Kyoto Protocol, Official Gazette, section of International Agreements, No. 05/2007).
The Annex (1-9) is also part of this publication (complete technical sheets; full set of various administrative forms).

Entry into force notes
This Regulation enters into force eight days after its publication in the Official Gazette, except for articles 28, 41 and 98, paragraph 4 that shall enter into force on 1 January 2019.
