Abstract
This Plan outlines the country’s strategy for achieving climate neutrality and renewable energy targets by 2030. It focuses on: reducing greenhouse gas (GHG) emissions, enhancing energy security, promoting sustainable renewable energy deployment, and integrating climate and environmental considerations across sectors.
The Plan establishes targets to expand the share of renewable energy within the national energy portfolio, with particular emphasis on bioenergy, biofuels, and biomass, leveraging domestic resources derived from agriculture and forestry. Fuelwood, agricultural residues, and biogas are prioritized as sustainable energy sources for residential heating, district heating, and electricity generation. Furthermore, the Plan underscores the necessity of sustainable resource management and operational efficiency, ensuring that the expansion of bioenergy does not compromise soil integrity or forest ecosystem sustainability.
Energy production, transport, agriculture, and waste management are identified as key sectors for reducing emissions of CO₂, CH₄, and N₂O. Measures include energy efficiency improvements, electrification, biofuel integration, and waste-to-energy deployment, all of which contribute to improved air quality and reduced atmospheric pollution. Land, soils, and forests are treated as vital carbon sinks, with sustainable land management practices highlighted to enhance sequestration while supporting rural and agricultural development.
The Plan adheres to the precautionary principle, ensuring that new energy infrastructure and policies minimize potential environmental and social risks. It incorporates stakeholder engagement, including NGOs and private sector actors, recognizing their role in consultation, investment, and implementation of energy and climate measures. It also accounts for transboundary effects, aligning Croatia’s policies with EU obligations and ensuring coherence with regional energy and climate strategies.
