Abstract
This Regulation provides rules and standards governing the importation and exportation of dangerous chemicals for the Croatian Republic.
The basic goals of this Regulation are to: a) implement the Rotterdam Convention on the Prior Informed Consent Procedure for Certain Hazardous Chemicals and Pesticides in International Trade; b) promote shared responsibility and cooperation in the international movement of hazardous chemicals in order to protect human health and the environment from potential adverse effects; c) contribute to the use of hazardous chemicals in safe mode for the environment.
The provisions of this Regulation shall apply to: a) certain hazardous chemicals, regulated by the Prior Informed Consent procedure under the Rotterdam Convention; b) certain hazardous chemicals that are banned or severely restricted in the Republic of Croatia and other EU Member States; c) chemicals that are exported, in terms of their classification, packaging and labelling.
The provisions of this Regulation shall not apply to: a) narcotic drugs and psychotropic substances; b) radioactive materials and other related substances; c) chemical waste; d) chemical weapons; e) foods and food additives; f) the food, including additives, whether processed or unprocessed, if intended to feed the animals, if regulated under special conditions; g) genetically modified organisms; h) drugs for human use and veterinary medicinal products; i) Chemicals in quantities not likely to affect the health or the environment, in each case up to 10 kg, if the import or export are provided for the purpose of research or analysis.
The Annexes I-VI are an integral part of this Regulation.
