Abstract
This Regulation prescribes all necessary requirements and conditions of cross compliance (multiple compliance) in agricultural production, including the rules governing over the fulfilling of all obligation of cross compliance, control of cross compliance, the method determining the rights, obligations and deadlines for the fulfillment of cross-compliance, IACS rural development measures, financial provisions and other issues all related to food and food products part of the sensitive sectors and market surface support for the same.
This Regulation further implements the provisions that are in accordance with the following acts of the European Union: Council Regulation (EC) no. 73/2009 of 19 January 2009 establishing common rules for direct support schemes for farmers under the common agricultural policy and certain support programs for farmers and amending Council Regulation (EC) no. 1290/2005 (EC) no. 247/2006 (EC) no. 378/2007 and repealing Regulation (EC) no. 1782/2003 (OJ L 30 31 1st, 2009); Commission Regulation (EC) no. 1122/2009 of 30 November 2009 laying down detailed rules for the implementation of Council Regulation (EC) no. 73/2009 regarding cross-compliance, modulation and the integrated administration and control system management and control within the program of direct aid to farmers provided the said Regulation, and for the implementation of Council Regulation (EC) no. 1234/2007 concerning cross-compliance under the support provided for the wine sector (OJ L 316, 2nd 12th 2009), as last amended by Commission Regulation (EU) no. 426/2013 (OJ L 127, 9 5th, 2013); Regulation (EU), the European Parliament and Council. 1306/2013 of 17 December 2013 on the financing, management and monitoring of the common agricultural policy and repealing Council Regulations (EEC). 352/78, (EC) no. 165/94, (EC) no. 2799/98, (EC) no. 814/2000 (EC) no. 1290/2005 and (EC) 485/2008 (OJ L 347, 20 12th 2013); Regulation (EC) no. 1308/2013 European Parliament and of the Council of 17 December 2013 on the establishment of a common organization of agricultural markets and repealing Council Regulation (EEC). 922/72, (EEC). 234/79, (EC) no. 1037/2001 and (EC) no. 1234/2007 (OJ L 347, 20 12th 2013); Regulation (EC) no. 1310/2013 the European Parliament and of the Council establishing certain transitional provisions on support for rural development by the European Agricultural Fund for Rural Development (EAFRD) and the amendments to Regulation (EU) no. [RD] in terms of resources and their allocation for the year 2014 and amending Council Regulation (EC) no. 73/2009.
The Annex is an integral part of this Regulation.
