Abstract
This Regulation prescribes the manner and conditions for the use of animals for experimental or other scientific purposes, in order to protect them.
This Regulation shall apply only to the use of animals in experiments that are conducted for the following purposes: a) the development, manufacture, testing the quality, efficiency and safety of medicines, foodstuffs and other substances or products: for the avoidance, prevention, diagnosis or treatment of illness, impaired health, or other discrepancies or their effects on humans, animals or plants; assessment, disclosure regulation, or change of the physiological state of humans, animals or plants; b) protection of the environment in the interest of the health or welfare of humans or animals; c) basic research; d) education and training.
Animals in experiments that cause severe pain, suffering or exhaustion, may be used only once.
The Annex is an integral part of this Regulation.

Entry into force notes
This Regulation enters into force eight days after its publication in the Official Gazette, except for the provisions of articles 22 and 24 that will enter into force on the day of Croatian entrance into the European Union.
Notes
With the entry into force of this Regulation, the Regulation on the conditions of holding of experimental animals, special conditions for the facilities and types of experiments (Official Gazette 176/04) and Regulation on keeping records of test animals and the types of experiments (Official Gazette 176/04) will be no longer in force.
