Abstract
This Regulation adopts the complete and necessary national strategic plan for the correct and sustainable water management activity in order to comply with all requirements set by international treaties and various implementing standards.
According to research by UNESCO from the 2003, Croatia Republic is the 5th water source leader in Europe, and on 42 place of the world’s water ranking list.
The goals set by this Regulation are aimed to define the following aspects: rational management of natural resources; conservation of ecosystems for present and future generations while preserving biodiversity; elimination of inequalities; achievement of projected economic growth; ensuring integration into global society, while maintaining their own identity.
Achieving these stated principles of development requires the active involvement of water sector with respect to the following benchmarks: water is a fundamental natural resource for the Croatian Republic; water is the basic substance of life and a prerequisite for the maintenance of all aspects of ecosystems; drinking water is a foodstuff and civilization need which is necessary for the life of individuals and for the correct functioning of communities; water is a raw material and a factor of production in many economic sectors; water is subject to heightened concerns of all relevant European and international institutions, and the proper attitude toward the water and the water environment is a prerequisite for inclusion in the preferred international integration.
The Annex is an integral part of this Regulation.
